 I have a login module on a page the modules setting is  viewable to unregistered users. since the other modules on the page require you to be logged in. This way they can stay on the page after a successful login.  But it  redirects to Home.  Even though Login Redirect is set to Blank..  

But if on the Admin Settings page if I change Login Page to "None Specified" then there is no redirect.   Why should the Login control behave different in that scenario Im on version 05.03.01 (7)

I want people to use a specified login page , so setting Login Page to none specified is not an option.  This looks like a bug

 Users get navigate to the set "Home" page under site settings after login. You would have to clear this out, not the login page setting.

sorry dont follow you , the setting redirect after login is blank,  what setting are you referring to ?
