did you make sure to unzip files hierarchically?

also make sure, asp.Net account ("ASPNET" in WinXP or "Network Service" in IIS7) has been granted full permissions for all files.

It's a starter kit, therefore it install itself automatically.

I viewed the extracted files at My Documents\Visual Studio 2008\Templates\ProjectTemplates\Visual Web Developer\VisualBasic\DotNetNuke.zip

In the folder DesktopModules only contains 2 folders: Admin and AuthenticationServices
In a "normal" DesktopModules folder should contain about 30 other folders, not only 2.
I even went to the extend of renaming the starter kit "DotNetNuke_Community_05.04.00_StarterKit.vsi" into a *.zip file and viewed the content of DotNetNuke.zip in that renamed zip package. the DesktopModules folder within the DotNetNuke.zip also only contains 2 folders.

Therefore I suspect that the starter kit itself is incomplete in the first place. Or might I be wrong?

I install back DotNetNuke's Starter Kit of previous versions and they work fine. Only this version gives me problems.

Other vsi also contain 2 folders in its DesktopModules folder. The other folders will only be added during the installation process.

However I have no problems creating websites using previous versions of DotNetNuke
