I use one CSS file in these kind of situations because it's easier to "create a new skin", the only thing you have to do is copy a block of definitions in skin.css and change the attribute values.
 I prefer to use as little CSS files as possible but if there are a lot of differences you could the solution Armand as suggested.
(because in that case skin.css would become quite big)
