I just moved our portal recently and have upgraded to DNN Community ver 5.1.4. Everytime I try to install a module, I get the following error and the module installation fails. The site is running fine with the exception of this. Here is the error from the Event Log "Info:: Exception - Could not find file 'F:\Web Files\TAGV5\Install\Temp\jnfg0apr\05.02.00.SqlDataProvider'." I checked the install folder and it appears that the proper permissions have been set on the folder.

Any ideas?

Please check the SQL data provider files are in the right folder, and you web.config is set something like this (alter accordingly):

<add name="SqlDataProvider" type="DotNetNuke.Data.SqlDataProvider, DotNetNuke.SqlDataProvider" connectionStringName="SiteSqlServer" upgradeConnectionString="" providerPath="~\Providers\DataProviders\SqlDataProvider\" objectQualifier="" databaseOwner="dbo" />

The SQL Data provider files I believe are created by the installer in the temp folder which it can not access. Also the SQLdataprovider path is set in the web.config.

I am also getting this error in the event log on the server

Looks like a third party module issue, suggest you upgrade you third party module if you can and check this (see here for further info):
