.NET 3.5 platform is installed, but installation stops with this error:

Could not load file or assembly 'System.Web.Abstractions, Version=3.5.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

See following, results of aspnet_regiis -lv:

C:\>C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis -lv
1.1.4322.0      Valid           C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\asp
net_isapi.dll
2.0.50727.0     Valid (Root)    c:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\as
pnet_isapi.dll

I ran this command from the ASP.net 2.0 directory, since they don't appear in the 3.5 folder.   Is there something incomplete about my .NET 3.5 installation?

Installation is on a Dell Dimension 2400 w/ 1 GB RAM P4 2.52GHz
