I do not need to use certain fields such as Catagory and Location in my event settings.  Can I remove those fields from the Event Settings page so that my users only see the fields that I need them to set?

If you have added no categories/locations to the portal I don't think those fields should show in the Edit Events fields. If you want them visible on one module instance, but not on another, I'm afraid this isn't supported by the module at this time.
 
If you mean in the Event Module Settings, I wouldn't expect that you would give your users access to that page.
