Recently app_offline.htm has been appearing in root.  I am the only person that has access to the directory and I have not added the file.  I have not published anything and found no SQL errors.  I have also set auto update to false in the web.config file.  I am lost as to why the app_file.htm is being created.  Any information on how the file could be created would be greatly appreciated.

app_offline.htm is placed in root of a website, if you want to halt it without entering IIS administrator. With a size of at least 512 bytes it stops the web site, until it is removed. it is not packaged with DNN or any module I know.

You can check the file date and time creation. It may help you to determine the cause of the situation.
