I noticed that the default "User Profile" page linked to by the [USER] skin object is the same as the Registration page. However I have some language, and titles on this page that are specific for first time registrants.

Is it possible to make a customized user profile page that is separate from the Registration page?

If you want to make customised registration and profile pages, you'll need to start by creating the pages and using the relevant modules and then assigning them to the relevant controls in admin > Site Settings > Advanced Settings > Page Management. To view and edit the pages got to admin > Pages and then you can treat these as normal pages, adding and moving modules around.
