Forgive me if I have this wrong but it seems site admins cannot upload skins anymore

I host a DNN site for a few community organisations does this mean they have to send me a copy of their skins to install?

my favorite part of DNN has always been the fact that they can administer their own sites - if there is a problem with a skin it is their problem.

If something is wrong after I have touched their site they will start bothering me instead of the skin designer - not absolutely sure I like this idea

At least one of the sites has a person who wants to develop their own skin - will I need to give him host permission - if I do that and he changes host settings how will I know

This is correct and by design.
The reason is that you can create a skin that exposes your host password in 5 minutes, if you know how to.
If an admin is allowed to upload skins that's a very serious security risk.
It seems most hosts were not aware of the threads of allowing that.
The corporation / core  decided this was an unacceptable security risk and removed the  admin skin upload in DNN 5.

In you case I understand that's not what you want to hear, but this has been discussed before in the core team and in the forum and it is not going to be changed back in the near future.
The only way around this would be a custom skin upload module but AFAIK nobody created one.
