How in the world do I create a module control of type "Host"?

If I set the control type to "View" and add it to a page, the content of the control shows fine.  However, if I set it to "Host" to control's contents don't display at all.  The point is, I want to add a subpage( and control to the subpage) under host.

And please don't ask the question why i'm doing this.

The Dashboard module is an example of a module that uses only "Host" module control types. (FYI: I assume when you are attempting to view this you are a host). You may also want to consider setting the module as Premium.

premium modules are visible on pages where they have been deployed according to existing page and module permissions. however admins don't get nor can grant permission in admin :: extensions.
