I need to create a two separate instances of DNN using the same database and same content.

Site1 would be accessible to the public with a different skin and no registration or login features available.
Site2 would be inside our firewall with registration and login features available.
Site2 would be used for managing the content for Site1.

Is this possible? What are the steps?

This is not really something that is supported if you want the same content for both sites.

So, my goal is to remove the login, content management and admin features from public access.
I don't want public users to even be able to get to a login screen - period.

Any ideas on how to accomplish this?

Just remove the login skin object and then have your admin uses go to a specific page to login.

That would not prevent someone from getting to the login from the public domain if they knew or guessed the URL.
I'm trying to completely prevent the ability to login from the public side.
