I am trying to upgrade my site from 5.1.4 to 5.4.4.  I have done the following:
  1. Ensured that the permissions for the files include Network Service - Ful control
  2. Ensured that the default language is en-US
  3. i have no "location" setting in web.config

I am getting the same error everytime I try this.  It is as follows:

I try to install the Telrik module and I get the following error:

It looks like it is failing trying to write to the web.config file, however I can't see why.

I have tried to do some digging and tried several options, all to no avail.  Any help would be appreciated.

check out log files inside /providers/dataproviders/sqldataprovider folder.

All of the errors noted occured when attempts were made to use the core XMLMerge methods to modify the site's web.config. Errors of that nature should be logged in the Event Viewer. If you can log into your site as host user and open Admin-->Event Viewer, please note any UpdateConfig or XMLMerge errors and report back to this forum. If you are not able to open the Event Viewer, please check the EventLog table in the database with an external tool such as MS SQL Server Management Studio and in particular examine its LogProperties column for error details.

Have you double checked that Network Service is indeed the ASP.Net worker process or identity account under which the site's AppPool is running and that the identity account has been granted full permissions on the site's root folder? If you are running under Windows Server 2008 R2 or Windows 7 (IIS 7.5 in both cases), the identity account might be different than Network Service. Also, please check that the read only attribute has not been set on the web.config file.
