There is a column in Forum_Forums PostsToModerate, see if this is greater than 0 for anything.

Surprisingly, there are 2 rows in Forum_Forums. Both have the same name - General. One of them has 0 PostsToModerate, second has 8 PostsToModerate. 8 matches to the number of test posts I did.
The two General forums I see have different GroupIDs and CreatedDate. This makes me think I have added the Forum module to another page some time back, but later removed it from there and added it to current one. Could that be an issue?

Each forum should be associated w/ a group, and then each group associated with a moduleid. Can you check this info out, I am wondering if you have a duplicate here (not even sure how that would be possible).You can "select * from Forum_Forums FF INNER JOIN Forum_Groups FG ON FF.GroupID = FG.GroupID" to check this.

I run the new query and you are right, the 2 groups have different ModuleIDs (and the same names - 'Discussions'),

Can you view the module in your portal and take note of the moduleid (mid can be seen in URL if you edit the forum module settings). Then, see if these matchup (they should). What I am trying to figure out here is:
  1. Is the module you can see in your portal, matched up w/ that forum/group/module relation. 
    1. Meaning, does module in site (lets say 499) match with what you see via ID's (does the forum relate to moduleid 499) in the database. 
  2. We also need to know if where the poststomoderate is set approriately to the proper forum
    1. Meaning, does the poststomoderatecount in forum_Forums (where you matched moduleid 499) = the same forumid from Forum_Posts.

Also, is there a module in the recycle bin that was deleted? If not, we should see where this other moduleid is located (another page, another portal, etc.).
