This is about a DotNetNuke 5.4.2 installation:

On attempting to save changes to an HTML module, this error occurs:

Error: is currently unavailable.
DotNetNuke.Services.Exceptions.ModuleLoadException: Deleted 0 files, however, some files are locked. Could not delete the following files:

The changes are saved, however.

In edit mode, the module contents shows the updated content.  In view mode, it shows the previous content.  The module was"published" and there is no "publish" link shown.

it looks like issues to access cached files, AFAIR there has been some changes recently, either for 5.4.4 or 5.5.0.

Cheers from Germany,

It turns out that this was a file permissions problem on the server. How that got changes is a mystery. But, it got fixed.

That just happened to me too! When I upgraded from DNN 5.4 to DNN 5.5.

I wonder why? Anyone know?
