I've figured out what was causing the issue. I started with 4.9.5 and then used the upgrade package for 5.1.4. The web.config had references to 3.5 and I was missing the system.web.extensions.dll. I tried to edit the web.config to make it 2.0 compatible and couldn't get it to work. I even tried using the 4.9.5 web.config and modify that. Still no go. In the end I used the fresh install of 5.1.4 and all seems ok now. My DNN headache seems to be clearing.

the web.config references to 3.5 refer to asp.net 3.5 components, not DotNetNuke version specific components. You should never need to edit the web.config directly - it will be in place for a fresh install, and for upgrades if you use the upgrade package it will merge any required changes into the existing web.config on your behalf.
