Howdy...

When a new module is created there are a ton of settings options preselected, or not as the case may be. Specifically, I would like to unselect Page Settings :: Collapsed = None, and Allow Print = No. I hate having to select that each time I make a new module.

Is there a place I can "pre-select" the module settings options for the whole sub-site, or whole host, so I don't have to waste time turning these features off each time?

Ok - got it. Any Module :: Settings :: Page Settings :: Advanced Settings :: Set as Default Settings (& / or) Apply to all Modules.

That doesn't work. It doesn't override the settings in other modules in the site, worse luck.

Set as default works for new modules only, not for existing ones, and Page settings are not affected. Use "Apply to all modules", if you want to modify settings for all modules - but I strongly suggest to create a database backup first, the result might affect settings you don't want to apply.
