edit permission for a page includes creation of sub pages in default permission provider. Are you using default permission provider or the advanced version from OliverHine?

How can I understand that the user is on administrator role or not? I created a new role and  give it to the user. Is it right or wrong?

"Administrators" is a predefined role, you might assign to a user, but this will grant him full access to the admin menu. you may create an "Editors" role and grant Edit permission for selected Pages and modules instead. To install Advanced Permission Provider, login as superuser ("host") and use "install new Extension" in Host :: Extensions menu item of your site.

On the role management there is a e xisting role "Administrators" .  You can check on edit thje role which users are already included to this role, or you can go to the user accounts and edit a user account to check if he is added to the role.

So if you have created a new role e.g. " Page Editors" and added the user to this role it is ok, but if you had sometimes the user added to the Administrators role then he have also this permission.  It is possible to add one user to different roles.

Perhaps the resources on this link helps you to find more information about administrate DNN http://www.dotnetnuke.com/Community/B...
