does your module support output cache? in this case, the cache for all pages needs to be cleared.

This is the default links module. We do not have the links module set to cache (duration set to 0). 

This happens with all modules, even text/html. Say you have a banner image you want displayed on all pages, when you click Display on All Pages and then update it just hangs. You can open up a new browser window and go to the site and see that it has, in fact, been added to all pages, but the original page just hangs there after clicking update. Removing from all pages is another issue entirely. Uncheck the box and click update and it just hangs and does not actually remove the modules (almost like it is timing out). 

Also, a possibly related problem, when we add a new page when the Display on All Pages box is checked, the module doesn't get inserted into the proper pane. Let's say the module was added to LeftPane3 and displayed on all pages. When I add a new page it is added to LeftPane2 instead (note that one instance of the module was moved to LeftPane2 but not the module from which the Display box was checked)

this sounds strange indeed. It seems to be another side effect of Cotent Localization implementation, which cuts deep into page management of DNN. Would you mind to check the issue tracker at support.dotnetnuke.com and make sure, the problem is logged. Thank you.

It doesn't appear the same issue we're having was ever reported, just other ones regarding errors when displaying modules on all pages. I've created a new issue: http://support.dotnetnuke.com/Default...
