 Not sure what you mean by minor changes however:
 At the foot of the Admin/User Account page there are links that allow you to edit and create registration fields (manage profile properties) and to set up other related settings (user settings).
 If you need to change the way your registration page looks you can edit the css for the controls on your reg page. The easiest way to find what css affect which element is to use the Developer Tools for FireFox.

I think this is easy. From memory - add a page to your site. Add the Account Login module, and any other modules you need (to put your text in).

CHECK YOU CAN LOGIN/REGISTER USING THIS PAGE!!!

In Site Settings set the User Page to your new page. You might (or might not) want to make the new page invisible in the menu.
