It is not part of the community edition. It is a custom wrapper and whilst the menu is part of DNN but how it is done is not necessary documented.

However, you could try Mega Menu by DNN Gardens to do similar

For examples of css menu code to do just about anything have a look at Stu Nichols CSS Play site.
Multi column example. http://www.cssplay.co.uk/menus/multi-column.html
Look at page source for code but please also check out / respect the usage policy.

I do not think that any dnn unordered list menu can be configured as a multi col but some maybe can.
 
 BTW: This is such a useful site for any css code examples.

Hello,
When I  was trying to get same DNN mulicolumn dynamic menu, I figured out how to work with that. We can achieve this with Telerik's new Radmenu Skinobject like this,

<dnn:RADMENU runat="server" id="dnnRADMENU"  style="width:auto;" Skin="MySkinName" SelectedPathHeaderItemCss="rmSelected" SelectedPathItemCss="rmSelected" RepeatColumns="3" RepeatDirection="Vertical" EnableEmbeddedSkins="false" ShowPath="true" />
You can repeat columns or direction as you need. Its works for me awesome... hope this help all of you.
