no, id doubt that localization of a module will cause site settings to loose texts. maybe by saving some settings, portal default language got set. if you re-enter site Title and Description, do they persist now?

I can't enter the settings at all. There are no text boxes to enter them. The only way I know they are still there is because I can see them in the database. But the Admin page shows no text boxes for updating and does not show the current values. I also can't edit the description or keywords for pages. I have tried both as host and admin users. I can send you a screen shot if that would help.

I found the problem and the answer here: http://web3.dotnetnuke.com/Resources/Forums/tabid/795/forumid/108/threadid/344914/scope/posts/threadpage/2/Default.aspx
Not sure why it is happening for the first time now since this is the same skin that the site has been using for many upgrades of DNN until this version which finally broke it, but anyway it's fixed now by modifying the css file.
