I purchased a css website template for my project and am in the process of converting it into a DNN skin.  The template I purchased forces the page to take up all the vertical space (the footer clings to the bottom of the browser window).  After converting this template into a skin, the footer no longer clings to the bottom if there is not very much content on a page. I've narrowed the problem down to the form tag that is generated by ASP.net.  The form tag has  an id of "Form" but I haven't been able to define any CSS rules to correct this behavior.

Does anyone have any suggestions for how I can fix this?

It's not the form tag, just put a height: 100% in your #background class. Let me know if you have any questions.
