Does language fallback apply to localized content?

For example, if I have an international site with English, Portuguese (Brazil) and Portuguese (Portugal) enabled, but have content only for English and Portuguese (Portugal), what content will the user see if they click on the Portuguese (Brazil) language selector flag?

Expected behavior should be Portuguese (Portugal), but I haven't tried that in DNN 5.6.0 yet.

That all depends which language is set as the site default, if you create the site in English and than turn on the localisation with English as the default language all the content for additional languages that have not been translated will be th same as in English.

Once you set the site default language this can not be changed, in your case it would probably be better to use Portugese as the site default language as this will make the translation a bit easier due to the similarity between the languages.

fallback language should play a role as well, but as far as I understand the code, only when looking for the required language to display, not for the translated page available. Please log fallback requirement to support.dotnetnuke.com
