Is error trying to install the messaging module, in fact i get an error like this with any module i try to install.

most likely, the ASP.Net account (windows account specified in your IIS App Pool Settings) does not have write permission for the /bin folder.

Both errors that y ou posted indicate that the ASP.Net worker process account (IIS AppPool Identity account) does not have sufficient permissions on the /bin folder (in the case of the Html Editor module) and on the /DesktopModules folder and its child folders. Although you mentioned that  you granted write permissions to the Network Service accout, it is quite posible that the Network Service account is not the correct account to which to grant permissions. This is especially true if you are using Windows Server 2008 R2 or Windows 7 both of which use IIS 7.5 which use the pseudo account "IISAppPool\DefaultAppPool" or a custom identity account. Also, the ASP.Net worker process account should be given full permissions (not just write and read) on the root folder of the DotNetNuke install and all child folders.

Finally, if you are running on shared hosting, you may have to have your hosting provider set up the proper permissions on the root folder as many host do not allow access to root folder permissions from their hosting control panel.

I found the issue which was in the direction I started and you suggested looking at to begin with. The default ASP.NET2.0 account had permission however I ran the app pool under a different account. I added that account and it installed smooth and fixed my html editor issue.
