On some of the DNN pages, the option to add a module is disabled.  Is there any way to enable this, code wise or in the database?

how do page permissions look like (please describe in detail).

Here: http://www.hikarunakamura.com/naka/main/Portals/0/disabled.jpg I guess it's only happening on this module that a developer wrote, I can't figure this out.
