I think it could be here (one or both of these files):

\admin\Portal\App_LocalResources\Terms.ascx.resx

\admin\Skins\App_LocalResources\Terms.ascx.resx

 Yes, it is there.

Now I'd like to know where does the style for these titles come from. I used Firebug, couldn't find. (I'm a layman also).

Let me tell you my objective:

Terms of Use appears in the footer as "Terms Of Use"; I'd like it to appear "Terms of Use" (Just need to change the case of 'o' to lowercase).

link caption is part of the skin object, you need to modify it inside /admin/Skins/app_localresources/terms.ascx.resx

It is not defined in skin.css. Strange thing is there is same treatment for Copyright also but there it shows words starting with lowercase letters, not in case of terms of use. Where else?
