I have had this happen on three sites now. Whenever I add a skin, it stretches out the top part where you add/edit pages and modules. It also makes it unusable. I have even tried just this for a skin and I still get the problem.
<%@ Control Language="vb" CodeBehind="~/admin/Skins/skin.vb" AutoEventWireup="false"
    Explicit="True" Inherits="DotNetNuke.UI.Skins.Skin" %>
<%@ Register Src="../../../../admin/Skins/solpartmenu.ascx" TagName="solpartmenu"
    TagPrefix="uc1" %>
<%@ Register Src="../../../../admin/Skins/login.ascx" TagName="login" TagPrefix="uc2" %>
<div id="ContentPane" runat="server">test</div>

The page looks like this

FYI I found the problem. I had a class in my css file called .footer Apparently just having that class causes the problem. I renamed it and it took care of my issue.

it sounds like some name conflict - great you figured it out.
