If I build a DNN site for a business that starts using it to enter data into a database , say though a forms module,  how can I be absolutely sure that they don't lose all of this data?

Your title gives your answer. Back-Up your database. My preference is to do a full nightly BU then do transaction log back-ups throughout the day (depending on the site every 1 to 4 hours). This way I can do a "point in time" restore.

Well, yes.  I need to back up the database.  But since it's hosted somewhere else I can't physically do  that. I was really asking if something might have been built into DNN that would make backup easier, perhaps trigger a backup at the server and place it in some folder that I could download to have a local copy.

If it's a hosted site, your hosting provider should have a control panel for database backup.

You need to take teh DB backup before you start. yes, you need to ask your client to give the control of DB.
