Running DNN 5.6.1 that has been recently upgraded with no errors reported.

In the toolbar when adding a module on some pages the 'Insert' dropdown is only populated with 'bottom' instead of the full list.  However, on the same page if another pane is selected (other than Content pane) you get the full list.  Other pages using the same skin don't exhibit the same issue.

[EDIT] If you are logged in as a SuperUser then the issue doesn't appear at all[/EDIT]
Any ideas on what might be causing this?
