What I'd like to achieve may not even be possible - I want to create a role that will serve as a 3rd level adminstrator (which won't have access to the Admin or Host tabs), but can add/edit/delete pages at will (this is currently not possible with pages unless at least one page is given to the role with full page permissions,(hence coming across the issue that started this thread).

UPDATE: I have since figured out that the user role permission for editing is default checked ONLY when any page other than the home page is clicked on to add a new page.

Looks like a definite bug

Will do.

Amend to my prior update statement: it is not only the home page the permissions are not default checked - it is all parent pages in the top level menu. It seems to only carry over the permissions if user role clicks on add new page from child pages.

oops, by default, users with edit permission for a page get permissions to create child pages as well. I am not aware of an option to grant edit permission for adding top level pages.
