I saw you posted this in another unrelated thread. You need to add the custom class to editor.css and your skin css file.

 I've done that and these classes show up in the editor. However, after I apply them and save the changes, the formatting is discarded and the stock "Normal" class shows up as the final display even though the HTML code shows the custom classes.

Are those "customer" css classes defined in your Portal.CSS or Skin.css file? If not that is why they don't show up

 They're admin-defined (me) and they're in default.css, portal.css, editor.css, skin.css, and even container.css (which makes no sense, but I'm trying everything). Still not working.

If you have the CSS loaded in those files, I would recommend watching this video for an overview of how to use Firebug with DNN to troubleshoot CSS

Something is missing with your CSS or naming if you have the CSS in all those places., that or you just have a caching issue in your browser.
