I just posted a related question, maybee somebody else knows a solution.
I've been working on this in the past and then solved it the way I suggested to you in my previous post.

Hi Timo,

First off, thanks for the replies. Now, I solved the first problem by using relative positioning, so I am now able to see the topbar in Admin view.

Also, the overflow:auto part worked partially. It looks much better in admin view (scrollbars everywhere, but definately better than a large uncontrolled pane, but when a user view the page, all the scrollbars are visible which is not very good for the design

Any idea for a solution?

You should make sure the content of the modules doesn't get any bigger (consider padding, margin borders etc) then the pane it its in. Then if overflow is on auto there should be no scrollbars.
I managed to create some sites that way and it worked.
By the way John Mitchell posted this thread about making different skins for users and admin's.
It's not a simple solution but nice maybee good to have alook at.
