Testing out a trial of PE in hopes to purchase for a college site and i've run into problems restricting the modules setting access for only admin users.  I don't want anyone but admins to have manage settings permissions (so people don't mess with anything they shouldn't) but when I give them add content access it overrides the manage settings access on both the page and modules levels.  I've denied access to all users in the manage settings but doesn't seem to matter.  Anyway around this?

also, does PE have options for approval workflows for creating new pages, or is in Enterprise only with the content staging option?
example: Content contributor A makes a page but needs to be approved by Content Approver A to go live.
