Hello. I probably missed something about doing this while searching around the forums but I am trying to pull a id out of the query string into a text/html module for a param going into a flash piece. 

The control just writes to the page the asp instead of running it.

<PARAM NAME="FlashVars" VALUE='video_id=<%#Request.QueryString["video_id"]%>'>

Is this possible, or have I just been looking at this entirely too long and am overlooking something obvious.

My guess is that this is not possible. The security implecations of being able to write server-side scripting in the text/html module are drastic, and I think for this reason, you'll find that the Text/HTML module's content is never afforded the opportunity of preprocessing.

I could be wrong, but wow, I hope not.

Maybee Inventua's flash module is a solution for your problem...
