Does anyone know how I can add to and / or modify the site footer?  (i.e. where it says:  DotNetNuke® is copyright 2002-2006 by Perpetual Motion Interactive Systems Inc.

you can turn it off by unchecking "show copyright credits" in host settings::advanced settings. AFAIK the string is a constant, that can only be altered in code. You can however show portal copyright (as defined in portal settings) by using the [copyright] tag on the skin of your site or add a constant text anywhere on it.
