On a default configuration of DotNetNuke the Telerik editor uses <br /> tags for carriage returns and does not use paragraph tags at all.  I know there is a configuration option to change this behavior to use the more standard <p> tag process to ensure that content is wrapped for use.

However I can't seem to find the proper place for this.  Can anyone point me in the right direction?

You can change it in :

\Providers\HtmlEditorProviders\Telerik\config\ConfigDefault.xml

<!-- set to false will insert a <p> tag for carriage returns -->
 <property name="NewLineBr">true</property>
