Hello Tim,
i instaled new dnn 6 and copy webconfig to my portal(i keep it connectionstring ,machinekey and codeSubDirectories for new modules).it work when i login by any user that have n't permission for any modules(i show only main page),by host or admin not login and come same error.

Hey Tim,

Did you ever find a solution for this problem? I am experiencing the same isssue and it is tought not being able to use the HTML module.

No, sorry I did not.  My solution was to spin up another server and install 6.0 from scratch.  Now I'm going through the tedious process of migrating each website by hand (since the template function seems to blow up when loading a 5.X template).  Needless to say, I'm less than amused by this whole process.

I had also posted this problem on DNN Creatives forums and got the answer on there. Please see the response below. If anyone has the same problem and would like further clarification, please let me know. The upgrade package for DNN 6 was missing the "RadEditorProvider_06.00.00_Install" package and I needed to get this from the full install package and install the extension.

Two of the errors reference missing files. I believe the problem is related to this:

So ... download the Install version of DotNetNuke 6 and extract the RadEditorProvider_06.00.00_Install.zip file. Login to your portal as host, go the the extensions page and install this file like a normal module. Cross your finger and that should do the trick.

Excellent! That fixed it for me too :-)  Great, that takes the pressure off moving the websites quickly to the new server.  Now if only I could get export/import to work properly... oh well, you can't have everything.  (where would you put it?) LOL
