I read the wiki documents and thought I found the css for the footer but it appears that a link should show up with the e5e5e5 color. Yet on my website the links are showing up the normal Blue which is very difficult to see on a Black background. Am I missing something or just not looking in the right place for the css?

id recommend using the F12 developer tools in ie/chrome or (my favourite) using firebug on firefox - it will allow you to select an element and see what styles are applied to it and from which stylesheet(s)

Hi

Those links may be anchor, like <a href = "#" ></a>
And generally in portal.css file the blue color has mentioned for anchor tag.
