I have a DNN site that does nto have any borders around it's text boxes:

See here: http://mahoningcountyoh.gov/122008MainLevel/TopNav/HOME/tabid/2524/ctl/Login/Default.aspx?returnurl=%2f

I have added this code to the portal.css file:

.input {
    border: 1px solid #006;
}

But it changes nothing. Any thoughts?

When I do a view source I find an inline style block...

table,tbody,td,tr,input,img,label,span{border:0px;padding:0px;margin:0px;}
 .topmenu_menubreak{font-size:13px!important;}
 .LeftMenu_MenuItem,.LeftMenu_MenuItemSel,.NormalTextBox{font-size:10px;}
 .myTable td {word-wrap: break-word;}

...that will override anything in portal.css.  I'd guess you either have a local mod to your default.aspx, or maybe it's coded in the skin.
