DNN Community 6.00.01 :

I was trying to add an album (so a folder) using the Gallery Module. It seemed to hang so I refreshed. It then went to ".../Install/UnderConstruction.htm".
What can I do to get the site back?

please try to recycle the application pool and also check your database connection-that message comes up when the database is not available (or else if you've done an install/upgrade and have autoupgrade set to false in the database - but i guess you'd know if you've done an upgrade?)

Recycling the App pool worked.
