I've setup a DNN 6.01 site with content localization.

My default language has been set to Hebrew, with English(US) and French as secondary languages.

I'm also reading the CultureInfo setting to conditionally change some of the skin properties for Right-to-Left support.

Everything is working fine, however, When the site loads for the 1st time, the CultureInfo shows en-US, instead of he-IL, as it should. (Once the user clicks any of the menu items or changes the language, the CultureInfo gets updated correctly, but the initial load always defaults to en-US, instead of the default which should be he-IL).

Is this a bug? Is there any way of resolving this?

I believe this is a bug (at least one other user has mentioned it), please log it at support.dotnetnuke.com

this is a known bug (already logged 3 times), which will be fixed in DNN 6.1.x.
