Not all settings need to be loaded all the time.

Those not relevant to the nav menus could be loaded with the page.

I agree, but the development team finally decided to take this route (DNN-5107).
But - to be positive - this holds the chance to implement an advanced concept of settings with proper metadata: not just a dumb list of strings, but for each setting an owner (module/skin/provider), object (host/portal/page/module/tabmodule), type and additional attributes (required, default, input control, help text, storage location,...), which might take DNN to another level, getting ready for the future.

Maybe I'm off base, but how many DNN sites have 1000's of pages? Site's with 1000's of pages seems like an edge case to me. I'll settle for the baby step of dumb strings for now.

Having a multilingual site using Language Specific Pages (aka DNN "Content Localization"), this would be e.g. a site with 200 pages in 5 languages - not typical, but from my experience a valid number for professional sites.
An edge case would be a site creating a real customized page for each user (and a few tenthousands of users) - edge case, but still existing. That's the problem you are facing, if you provide a platform being customized by many users (vs. a product) - you need to be careful with any changes...

Those are good points. Nevertheless, I'm going to keep beating this drum till some progress happens.
