It looks like the HTML module content staging workflow is a self-administered draft/publish workflow, is this correct?  The same user saves as a draft and then later they can click the "publish" button themselves.  In order to have a separate role/user do the publishing (approval) and prohibit the content author from self-publishing, is it necessary to move up to DNN Pro?

Or is there any way in the Community Edition vanilla HTML module to set it up so a different user/role has publish permissions?  I am pretty sure the answer is "no" but just need to check and confirm.

no, what you're referring to is content approval which is a PE/EE only feature (see http://helpsite.dotnetnuke.com/OnlineHelp/Content/09.%20Managing%20Content%20for%20Specific%20Modules/Content%20Modules/HTML%20Pro/Module%20Settings/Setting%20a%20Workflow.htm?Highlight=staging ) - there are some free replacements such as http://nuntiocontent.codeplex.com/ that may support what you need
