I have uploaded a skin and applied on both host (Host>>site settings >> Basic Settings >>Appearance) and admin (Admin>>site settings>>Basic Settings>>Appearance) but it is not updating when I sign out.  I am able to preview the pages. I cleared cache and also restarted the application but still nothing. However when I go in to the Host or Admin pages..it shows the new skin. However it is not showing on home page etc.

What have I missed out??? my site is www.whpg.gov.pg you need admin/host password then email me

I believe you have to change the skin at the page level if you installed DNN using the default skin.

I ran in to this issue too and was told to do that or to set up your new website with a blank template and then it'll work when you change it as admin or host.
