If the rest are set to true, you can certainly set that one to true as well - that will enable the composite functionality for that region. But if that line is already there in your web.config, then your symptoms probably aren't from the issue I described.

Do you see any JS errors or any other errors (404s, etc) on the page?

We just noticed that the Client Dependency Config on Codeplex didn't get updated to be compatible with some changes in 6.1.1. This is the separate standalone file that you can apply using the configuration manager. We are working to get this updated on codeplex as soon as possible. If you have used this on your 6.1.1 site - you may see symptoms like this.

To remedy, you'll need to add the following provider to the clientDependency/fileRegistration/providers section:

 Same things here... I did set this to true... but did not solve the problem.
