How do I constrain people from writing HTML code in the posts that can do harmful things?

How to i prevent someone from writing a nice javascript that does something bad?

Since registration mostly goes unattended, anyone can register, verify with their emailed code and start posting bad stuff.

Are there any settings that will deny certain HTML source coding when posting?

In the 3.20.05 version I made sure that all subjects and html items are set to avoid XSS issues. It should be known that it is very difficult to avoid everything from happening and when doing that you actually limit some of your other options.
