one module for user transfer would be Bulk User Manager from PHDobson (available on Snowcovered.com)

So can I transfer users from my production site to the active site?

as soon as you are able to export users from your DNN 2 site into a CSV text file - AFAIR the module does not support old versions as this.

I want to transfer the data base for a 5.1.1 test site to a 5.1.1 live site.  will that allow me to this?
