It does not matter what editor you use, there are a few things to consider.

A. You could be editing the wrong file.
You should edit Skin.css (more info here: http://bit.ly/hLSd15)
B. There's a lot of default styling in Default.css, which you have to overwrite.
C. Skinning is almost impossible without the use of Firebug, that will show you why your styling does not appear.
D. Browser caching can be an issue (clear the cache).
E. Server caching can be an issue too  (if there's caching in IIS)

OK, in Firefox using Firebug I have narrowed down the particular page's CSS files. What is the overall CSS parameter for "normal" system generated text like Password last changed: Jan 01, 2011 (the Jan 01, 2011 is black and need it white)?I have a number of .Normal {color: #fff} statements in default.css and other files but not even sure if .Normal is the parameter I'm looking for to change! Argh.So I guess I need to know which CSS parameter controls system text, and add that one to every one of the files found in Firebug files in order to cover my bases?

I've created the skin using SkinLab by Nukeville. The pages I'm having trouble with are when you login tough. I can give you a test login if you want. Then you can see the text that is invisible.

Timo is right about Firebug but you can also use the Developer Tools for FireFox.

 Then just select View Style Information to get a hierarchical listing and line numbers of whatever CSS you click on.  This feature is Invaluable but there are many more such tools in this toolbar.
 
 Note that the Chrome implementation is not really the same or as useful.
