Is there a way to set up an automatic email to my registered users about the latest website updates or send it out whenever I feel like it? And is if possible to send out the detailed updates only to users who have those page permissions?

 I know RSS is an option, but that requires the user to actually subscribe to that

EDIT: Something like a newsletter.

There is a newsletter module built into the core. You might also want to check out Axon from OnyakTech which provides a lot of control over which emails and content go to which members...it also handles subscription lists and opt/in can-spam compliance well.
