I have had this issue before and AFAIR I solved it with :

.dnnActionMenu{z-index:20000;}

This seems to be a very common issue for DNN.  I had it back in version 5 and now I am having it with version 6.

I fixed it in version 5, but I have not been able to fix it for the Dark Knight skin.

I know its more of a CSS/Skinning thing, but I think it would be really helpful if DNN could come up with some fixes/guidelines for Menu designers to resolve this.

I had the same kind of problem, I solved it by css. The content pane has the following CSS: position: relative; z-index: 1; The action module didn't like this.Removing this css solved my problem.
